Are the buried cables just laid in open trenches and covered with soil?

No. Many years ago FPL moved to installing cables inside conduits. The shift from direct-buried-cable systems to cable-in-conduit systems drastically reduced the outages caused by hard objects piercing the cable insulation. The typical installation method used today to install the conduits is directional boring (also called horizontal drilling). Two small pits are dug about 400 feet apart typically, and a steel rod is pushed into the ground from one pit to the next. The rod is guided by a plate on the end that can be rotated to turn the rod up, down, or sideways as needed. An electronic tracking device tells the operator exactly where the end of the rod is at any time. Upon the steel rod arriving at the pit 400 feet away, conduits are attached to the steel rod and pulled back to the first pit. These are typically dug by hand to minimize disturbing the property and/or owner's landscaping.
Are the underground cables and connections to be installed, suitable to be installed in wet locations or suitable to be continuously under water?

Yes. the cables are approved for those wet locations and frequently installed below the water table. Water can improve the dissipation of heat and improve the cable's performance. The connections made in the splice boxes are also rated for underwater use.
Are there dollar limits that govern the purchasing procurement method?

Yes. They are as follows:

A department head, with prior approval of the town manager, may make or authorize others to make procurement of supplies, services or construction items in amounts less than $3,000.00 per vendor, on a routine basis to maintain work flow and services. If the vendor is under contract with the town, the purchase shall be from that vendor, unless extenuating circumstances exist which make it impractical or undesirable to purchase from that vendor. For purchases less than $3,000.00, there shall be no need to obtain quotations. The purchases are to be reviewed quarterly by the financial specialist and the finance department for adherence to competitive and fair purchasing practices.

Prices for purchases between $3,000.00 and $10,000.00 shall be submitted in writing from the vendor or firm submitting the quotation. Purchases estimated to cost between $10,000.01 and $34,999.99 will be written and submitted by the vendor or firm quoting. Where oral quotations are received, rather than written quotations, documentation of reasons for infeasibility of written quotations shall be noted and authorized by the financial specialist prior to the purchase. Every effort will be made to obtain a minimum of three (3) or more quotations for purchases estimated between $3,000.00 and $10,000.00. Every effort will be made to obtain a minimum of six (6) or more quotations for purchases estimated between $10,000.01 and $34,999.99 for goods, supplies, material and equipment; and $10,000.01 to $100,000.00 for public works projects. Any purchase that is anticipated to exceed $35,000.00, except as allowed for public works projects, shall be posted on an electronic notification service. The town manager shall further notify the town commission of any public works projects anticipated to exceed $35,000.00 procured under this subsection.

Coyotes are found in all 67 FL counties. They are typically elusive & can be scared/shooed away fairly easy. Always keep pets indoors & on tight leashes in areas where coyotes are commonly found as they may mistake a pet for prey.

Should I report sightings?

How can I protect my cat or dog from coyotes?

Keep pets indoors or in an outdoor cage from dusk until dawn. A fence may help deter coyotes, but is not foolproof.
Feed your pets indoors. If you must feed your pet outside, do so during the day. Never leave pet food out at night.
Make sure all trash is in a secure container.
Install motion sensitive lights in your backyard and around your house.
Clear brush and vegetation to remove habitat for small animals (rodents) that may attract coyotes and to remove areas that coyotes can hide while stalking their prey.
Always keep pets on a leash when walking in parks, forested areas or residential areas.
NEVER feed coyotes.

What should I do if I see a coyote?

You want to make sure the coyote knows they are not welcome. You can do this by making loud noises, throw rocks, or spray them with a garden hose. It is important that coyotes retain their natural wariness of humans.
