Town Commission Districts 

The Town Charter establishes five (5) Commission Districts, which are established by Ordinance of the Town (Article II, Section 1), and states that all districts shall have substantially an equal number of electors. The Charter further provides for redistricting in the event any District exceeds by 20% the number of registered electors of another District. Two Commissioners are elected at large, meaning they can live anywhere within the jurisdiction of the Town to run, or serve, as a Commissioner.

Each year, following the General Municipal Election, the Town Clerk prepares a Redistricting Report to ensure that each District has a substantially equal number of electors. When the report reflects that any District exceeds another by 20%, District boundaries are redrawn, adopted by Ordinance, and incorporated into the Town Code, Chapter 30. The last time redistricting occurred was September 2005.

ORDINANCE 2005-08 

AN ORDINANCE AMENDING CHAPTER 30, COMMISSION DISTRICTS, OF THE CODE OF ORDINANCES OF THE TOWN OF LONGBOAT KEY; AMENDING SECTIONS 30.15 THROUGH 30.19, DISTRICT ONE BOUNDARIES THROUGH DISTRICT FIVE BOUNDARIES, AMENDING DISTRICT BOUNDARY LINES TO PROVIDE FOR A SUBSTANTIALLY EQUAL NUMBER OF ELECTORS IN EACH DISTRICT; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE.

BE IT ORDAINED BY THE TOWN OF LONGBOAT KEY THAT:

            Section 1.      Section 30.15, DISTRICT ONE BOUNDARIES, of the Code of Ordinances of the Town of Longboat Key is hereby amended to read as follows:

§30.15 District One boundaries.

            Commission District Number One and its boundaries are as follows:

            Commencing at the point of intersection of the mean high waterline of Gulf of Mexico and the northerly property line of Beachplace, 1145 Gulf of Mexico Drive; then extending easterly along said northerly property line of Beachplace to the easterly right-of-way line of Gulf of Mexico Drive; then northerly along the easterly right-of way line of Gulf of Mexico Drive to a point along Gulf of Mexico Drive at right angles to the mid point of the canal between Harbour Cove Circle to the north and Putter Lane to the south; thence easterly extending along the center line of said canal to the waters of Sarasota Bay; including all lands within the corporate limits of the Town of Longboat Key lying south of the above-described line.

            Section 2.      Section 30.16, District Two Boundaries, is hereby amended to read as follows:

§30.16 District Two boundaries.

            Commission District Number Two and its boundaries are as follows:

            Commencing at the point of intersection of the mean high water line of the Gulf of Mexico and the northerly property line of 2251 Gulf of Mexico Drive, thence extending easterly along said northerly property line of 2251 Gulf of Mexico Drive to the easterly right-of-way line of Gulf of Mexico Drive; thence extending on a straight line easterly along the northerly property line of Harbour Oaks II Subdivision; thence continuing easterly to the easterly right-of-way of Harbourside Drive and along the northerly property line of Marina Bay Condominiums , 2400 Harbourside Drive, to include all addresses through 2550 Harbourside Drive; thence easterly along said southerly property line of Marina Bay Condominiums to the waters of Sarasota Bay; including all lands within the corporate limits of the Town of Longboat Key lying between this described northerly boundary of District Two and the northerly boundary of District One.

            Section 3.      Section 30.17, District Three Boundaries, is hereby amended to read as follows:

§30.17 District Three boundaries.

            Commission District Number Three and its boundaries are as follows:

            Commencing at the point of intersection of the mean high water line of the Gulf of Mexico and the southerly boundary of 3715 Gulf of Mexico Drive and extending easterly along the southerly boundary of 3715 Gulf of Mexico Drive to Gulf of Mexico Drive; thence easterly along the centerline of Sutton Drive; to the waters of Sarasota Bay; including all lands within the corporate limits of the Town of Longboat Key lying between this described northerly boundary of District Three and the northerly boundary of District Two.

            Section 4.      Section 30.18, District Four Boundaries, is hereby amended to read as follows:

§30.18 District Four boundaries.

            Commission District Number Four and its boundaries are as follows:

            Commencing at the point of intersection of the mean high water line of the Gulf of Mexico and the northerly property line of Villas of Avignon, 5611 Gulf of Mexico Drive; thence extending easterly across Gulf of Mexico Drive along the northerly property line of 5610 Gulf of Mexico Drive easterly to the centerline of the canal; thence extending easterly along the center line of said canal to the waters of Sarasota Bay; including all lands within the corporate limits of the Town of Longboat Key lying between this described northerly boundary of District Four and the northerly boundary of District Three.

            Section 5.      Section 30.19, District Five Boundaries, is hereby amended to read as follows:

§30.19 District Five boundaries.

            Commission District Number Five and its boundaries are as follows:

            Commencing at the point of intersection of the mean high water line of the Gulf of Mexico and the northerly property line of Villas of Avignon at 5611 Gulf of Mexico Drive; thence extending easterly across Gulf of Mexico Drive along the northerly property line of 5610 Gulf of Mexico Drive to the center point of the canal; thence along the centerline of the canal to Sarasota Bay; including all lands within the corporate limits of the Town of Longboat Key north of the above-described line.

            Section 6.      The boundaries of Districts One through Five are set forth on the maps of the Town attached to this ordinance. Any discrepancy or apparent discrepancy between the attached maps and the written representations shall be resolved in favor of the maps.

            Section 7.      If any section, subsection, sentence, clause or provision of this Ordinance is held invalid, the remainder of the Ordinance shall not be affected.

            Section 8.      All ordinances or parts of ordinances in conflict herewith shall be and the same are hereby repealed.

            Section 9.      This Ordinance shall take effect upon second reading in accordance with Law and the Charter of the Town of Longboat Key.

            Passed on first reading this 12TH day of JULY 2005.

            Adopted on second reading and public hearing this 12TH day of SEPTEMBER 2005.
